I am pleased to let you know that the Tūpuna Maunga o Tāmaki Makaurau Authority is preparing an Integrated Management Plan for Auckland’s Tūpuna Maunga (ancestral mountains), or volcanic cones.
The Tūpuna Maunga of Tāmaki Makaurau / Auckland represent some of the most significant cultural, historical and geological landscapes in the region.
They are sacred to Mana Whenua as taonga tuku iho (treasures handed down the generations). Local communities also have a strong emotional connection with, and draw a sense of identity from, the Tūpuna Maunga.
Following the return of 14 Tūpuna Maunga to Ngā Mana Whenua o Tāmaki Makaurau in 2014, the Maunga Authority is now exploring how we value, restore, protect and manage them in the future with the development of a single management plan.

If you have suggestions about what you would like considered in the Tūpuna Maunga Integrated Management Plan, we’d love to hear from you. Your suggestions will help inform the draft Tūpuna Maunga Integrated Management Plan which will be ready for formal public consultation in early 2016.

What are the details of the Treaty settlement?
Under the Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act 2014 (passed into law 31 July 2014), Crown-owned land in 14 Tūpuna Maunga was vested in the 13 iwi/hapū of Ngā Mana Whenua o Tāmaki Makaurau via the Tūpuna Taonga o Tāmaki Makaurau Trust.
The land is held on trust for the common benefit of the 13 iwi/hapū of Ngā Mana Whenua o Tāmaki Makaurau and the other people of Auckland. Each of the 14 Tūpuna Maunga remains a public reserve and public access is preserved under the settlement legislation and the Reserves Act 1977.
The Act acknowledges that the Tūpuna Maunga hold a paramount place in the historical, spiritual, ancestral and cultural identity of Ngā Mana Whenua o Tāmaki Makaurau and are a key part of our Māori identity that is Auckland’s point of difference in the world
Who are The Tūpuna Maunga o Tāmaki Makaurau Authority?
The Tūpuna Maunga o Tāmaki Makaurau Authority has been established to co-govern the Tūpuna Maunga. The inaugural meeting was held on 15 September 2014. The co-governance body comprises six representatives from Ngā Mana Whenua o Tāmaki Makaurau, six representatives from Auckland Council and one non-voting Crown representative. It has statutory powers and functions and is independent of Auckland Council. The Chair is Paul Majurey of the Marutūāhu Rōpū and the Deputy Chair is Councillor Christine Fletcher, ward councillor for Albert-Eden-Roskill
What is Auckland Council’s role?
Auckland Council will continue to be responsible for the management of the Tūpuna Maunga under the direction of the Tūpuna Maunga o Tāmaki Makaurau Authority.
What will happen to the current individual management plans once the Integrated Management Plan is operational?
The Integrated Management Plan will replace all former legacy management plans for the individual Tūpuna Maunga.
Can I have my say on the draft Integrated Management Plan?
Yes. In early 2016 the Tūpuna Maunga o Tāmaki Makaurau Authority will initiate a formal public consultation on the draft Integrated Management Plan. A copy of the draft plan and details of ways to have your say will be made available on the Auckland Council website and via a public notice in newspapers.
