Changes to Auckland liquor bansMessage from the Orakei Local Board

The Board is reviewing all 152 existing local alcohol bans in the Orākei local board area.

The Local Board is asking residents to provide evidence of incidents where they have witnessed alcohol-related crime or disorder in alcohol ban areas.This evidence will be used to supplement information on legacy council files and recent police data to decide which existing alcohol bans meet the new higher statutory threshold to enable them to be retained.

Alcohol bans that do not meet the higher threshold will lapse on 31 October 2015. Based on current evidence, the local board proposes to retain 21 existing alcohol bans and lapse 131 alcohol bans unless sufficient evidence is provided by the public. See below those relating to Remuera.

The consultation period will be open from Friday 19 June to Friday 17 July.

Members of the public can provide their comments on the Shape Auckland website. Submission forms can also be collected from the Local Board
office. In the case of the Alcohol Bans, submissions take the form of providing specific evidence concerning alcohol related disorder.

Hearings and deliberations will be held from mid August by the Local Board.

Zones to be Retained in Remuera

(1) Remuera Town Centre –  24 hours a day, seven days a week

(2) Orakei Basin West Reserve (including associated car parks), (3) Orakei Road Corner

– 10pm-7am during daylight savings and 7pm-7am outside daylight savings, seven days a week

 

Zones to be Lapse in Remuera

Hobson Bay Walkway 1 & 2, Judge Arney Reserve, Koraha Reserve, Little Rangitoto Reserve, Mount Hobson Domain (not maunga area), Ngapuhi Reserve, Orakei Basin East Reserve (including associated carparking), Portland Reserve (including associated carpark), Remuera SH1 footbridge, Shore Road Reserve East (including carpark), Waiata Reserve, Waiatarua Reserve (including associated carpark), Wairua Reserve, Waitaramoa Reserve, Wharua Reserve, Wilson Beach Reserve

 

Notes:

The submission process is intended to gather further evidence of alcohol-related crime or disorder in current alcohol ban areas where legacy council information or police data is limited.

Previously it was possible to apply alcohol bans in similar types of public places (e.g. in all parks if there were problems in a few specific parks). With the recent changes in the Local Government Act 2002 this approach is no longer possible. All alcohol bans must be assessed individually for evidence of high levels of alcohol-related crime or disorder occurring in the specific ban area.

All supporting documentation relating to the alcohol ban review process is available on the council website shapeauckland.co.nz This includes proposals (with maps), the submission form, and frequently asked questions. Documents are available on request from public libraries, service centres or by emailing the bylaws team (bylaws@aucklandcouncil.govt.nz).

How can people have their say
The first step is to complete a written submission. We encourage the use of the submission form as it provides a prompt for the key information required. People may:
•complete our online submission form at shapeauckland.co.nz
•complete one of our hard copy submission forms and either drop it in to us or return by freepost
•provide their own written submission (this should cover off they key aspects outlined in the council submission form).

The written submission period closes on Friday 17 July 2015. Local board hearings and deliberations will occur August – September, with all final decisions to be made before 31 October 2015.
